The Sims 2 Community Lot Ideas
If you don't have any expansion packs, you can choose a neighbourhood (Pleasantview, Strangetown or Veronaville) and there are some community lots that were already there. If you can build, go to lots and houses bin (press F2) and choose the option empty lots (something like that), place the empty lot in the neighbourhood give it a name, and choose the type: residental, or community. Then click on that lot to start building something. When you finish, save it, enter a house and make your Sim call a taxi and than choose the community lot you want. Hope I helped!

If this isn't the answer to your question, improve the question, it can be misunderstood. If you're talking about secret lots, there are quite a few of them. The first two requires the sims 2 apartment life. The fortress of eternal darkness, and fortress of never e nding light.
They can be unlocked by having one of your sims turn into a witch. The fortresses are only accessible by flying on your broomstick, so mortals can't reach them. (zelda5820) The next three require the sims 2 bon voyage. You can find the three secret lots by digging for treasure, your sim will tell you if they found a hidden map. (keep the map in your inventory) There is one secret lot per vacation region.
In three lakes, there's a secret lot called hidden burrow, which is where big foot lives. In Takemizu village, there's pagoda in the shadows, which is where the wise old man lives. Lastly in Twikkii island, there's a mysterious hut which is where the witch doctor lives. (Zelda5820) The last of the secret lots require the sims 2 free time.

If you build a high enough interest in a certain subject, eventually someone will appear on your lot and invite you to an associated secret lot. They are as following: Will's Garage: Have a high interest for tinkering. Peerless Park: Have a high interest for nature. Games of Glory: Have a high interest for games. My Muse- Music and Dance studio: Have a high interest for dancing and music. Aspirational Labratories: Have a high interest for science. My Muse II - Arts and Craft studio: Have a high interest for art.
Sue's secret Kitchen: Have a high interest for cuisine. Platinum Gym: Have a high interest for fitness. Dreamy fields: Have a high interest for sports. Desirable Discourse: Have a high interest for film and literature. Hope i helped!
