I am running a brand new laptop with Vista Home Premium and install Office Pro Plus 2007 (Full retail). I can start Outlook once after install, but after that it reports cannot find MSVCR80.dll when launched from the Quick Launch button. Also if I launch it from the Start menu, it continually brings up the 'Configure Office' screen and wants to reboot afterwords. If I cancel out of everything and reboot, it will start once off the Start Menu then that's it. It actually was answered many times, by MVPs. It most likely is being caused by an addin that is putting an outlook.exe.manifest file in the outlook.exe installation folder. That will cause that error. In fact, now that the release version of Outlook puts a file with that name there if your addin is overwriting that file it would cause Outlook to want to re-run the installer. Check to see which addins you are running and disable them all to see if the problem goes away. If it does re-enable them one at a time until you find the culprit.

Most addins should have been updated by now, mine were updated to stop doing that back in beta 1 days when the problem first surfaced. If you have that file in your outlook.exe folder open it in Notepad and make sure it has an entry in there with this text 'Microsoft.VC80.CRT'.

If that's in there it's the MS file and should be OK. If something else is there you need to remove it and replace it with the original MS file. Other than that bug in the beta that I found and diagnosed I haven't seen any mentions of this.

Other than the response that I found the problem and the cause I haven't seen anything from MS on this either. I'd suggest opening a case with MS support on this, the more cases they have the more pressure to find and fix the problem.
